That is to say, the system is divided into two parts in practice: mobile communication bands on one side, and positioning signals on the other.
Mobile phone frequency blocking range: up to 15 meters (actual distance depends on the strength of nearby base stations)
GPS frequency blocking range: up to 30 meters
So in simple terms, mobile signals are affected within a relatively close radius, while GPS signals can be disrupted over a wider area. The difference mainly comes from how each signal type behaves in open space versus navigation frequency sensitivity.
